Who says a wizard of sufficient level can't solo Phinny? Sure, it's difficult at the lower levels because of those darn seahorses he likes to summon, but once you get the Mana Burn ability, the rest is as simple as pelting him with Fire spells and stunning spells. I simply positioned myself above the hole he likes to swim around in and targeted him from afar; this way, once I hit him, I was summoned safely past his little guardians. At low health, he doesn't bother to summon his companions, and instead focuses on direct damage, which by this time you should be well resistant to.
This doesn't change the fact that the Blue Crystal Staff that wizards need for their epic rarely seems to drop from him.
